We determined that a key to success would be including SBP provisions in the FY2004 Budget Resolution. That would clear the way for the Armed Services Committees to change the SBP law as part of the Defense Authorization Act later this year. Rep. Ed Schrock (R-VA), a retired Navy Officer himself, has taken it upon himself to champion an SBP fix in the Budget Committee.
